Definition of Rating System:
The amount of time in minutes that it generally takes to initiate a new participatory media platform, given basic computer literacy and a midrange Internet connection.

Includes:
Includes opening a new account, basic customization, and uploading essential information.

Excludes:
Excludes the time that is required to become basically proficient in computing and Internet use; additional time required for very slow Internet connections (some dial-up and poor wireless connection); and, advanced customization (for example, using personalized style-sheets or original coding).

Rating Scale:
T= 1 –14 minutes. For example, signing up for a new online account at blogger.
TT = 15 – 30 minutes. For example, joining the nonprofit channel on YouTube and uploading your first video.
TTT = 30 – 60 minutes. For example, signing up for a new social networking account at facebook and entering basic information concerning your networks, personal statistics, and photos.
TTTT = 60 minutes and up. For example, using .Mac to create a basic website for your nonprofit.
